The Pennsylvania Office of Vocational Rehabilitation is a state agency responsible for helping persons with disabilities prepare for, obtain and keep employment. Federal and state government works in partnership to fund OVR. Pennsylvania OVR has provided rehabilitation services to thousands of persons and has enabled them to become competitively employed.

Rehabilitation services are provided in an individualized manner, helping persons receive the particular service they need to become employed. Services may include diagnostic services, vocational evaluation, guidance and counseling, restoration, rehabilitation technology, training and placement.

OVR helps individuals develop job-seeking skills and locate employment opportunities. Counselors explain tax credits to employers and explore on-the-job training possibilities.

Blindness & Visual Services provides vocational rehabilitation services to individuals who are blind and visually impaired in Pennsylvania, with the goal of securing gainful employment and financial independence. Through physical restoration, adjustment training, vocational guidance and counseling, and placement, clients are helped to reach their highest level of functioning, visually and on the job.

Job ready clients receive assistance with job placement through their counselor, as well as from a Blindness & Visual Services Placement Counselor. In addition, clients are referred to any ancillary placement facility that can serve them in terms of employment assistance, such as Vocational Rehabilitation Center's PWI Program, various supported employment programs, and government agencies such as Federal & State Civil Service, PA Job Service, etc.

Transition services to students within the Pittsburgh bus district include participation in individual and education and transition planning, vocational assessment and job placement, training, follow-up and career development.
